Treaty And Recognition Pact (STAR Pact)
Article
I.
Membership and Penalties.
Section
1.01
Membership to STAR Pact is exclusive to invitation by unanimous vote of
the current members. Each original member is give equal voting on all matters
contain within the following articles. Non-original members are granted only
half vote, if membership exceeds three Houses. At any time that one of the
original members leaves, and the third spot is open, one of the other members,
if any exist will be granted that spot.
(a)
If at any time a vote is deadlock. Then no change is allowed for that
voting purpose, except where noted within the article or section.
Section
1.02
Members at the start of STAR Pact will be exclusive to House Decados,
House Hawkwood, and House Hazat. These members are considered original members
for purposes of voting.
Section
1.03
If one member of the pact should violate any of the articles as listed
below and agreed to by all members, then that said member shall be expelled from
STAR Pact and a vote will be taken in private chambers between the remaining
members to go to war with the exiled member or to impose sanctions.
Article
II.
Technology Trade.
Section
2.01
All members of STAR Pact agree to trade all technologies between fellow
members of STAR Pact. Technologies included those started with, gain from
research, or from alien artifacts (ruins and alien ruins).
Section
2.02
Each member agrees to keep all traded technologies within STAR Pact
membership and will not be traded outside this membership.
Section
2.03
Each member agrees to build one lab at least every five years. Until at
least five labs are in possession. This will be completely by the year 4977,
meaning that a total of 20 years are allowed in which to build the five labs.
More labs maybe built, but at the owners expense.
(a)
For each house(s), being farther behind in technology from the other
house(s), agrees to build six labs in the same time frame as stated above.
(b)
Each member shall send each of the other members proof of the labs in
question, meaning that any worlds that the labs are located on, the maps shall
be given to the other members of STAR Pact
Section
2.04
Each member agrees to follow one of the paths of technology research, as
assigned, until the end of the path is completed. This will ensure that Space
Dreadnoughts and Heavy Infantry are developed as soon as possible. In the event
that one of the technologies in the path is not available yet for research,
then that member shall research something else within their primary field
as listed before the tech path.
(a)
Microbiology primary (House Hawkwood): Microbiology, Energy Physics,
Electron Microscopes, Cyclotron, Cold Fusion Cells, Fusion Beams, Neutron
Cannon, Starbase.
(b)
Note that when Starbase becomes available for research, the Microbiology
primary will be required to start research this tech, so the Physics primary can
start researching Meson Starbase as soon as possible.
(c)
Physics primary (House Hazat): Physics, Composite Armor, Heavy Infantry,
Ceramsteel, Singularity Tech, Jump Drives, Space Frigate, Space Destroyer, Space
Cruiser, Meson Cannon, Meson Starbase and Space Dreadnought. This member should
be the one farthest from Holy Terra since they are the single member with a
proscribed tech in their path. The second they have completed Meson Cannon, they
should split their labs between Meson Starbase and Space Dreadnought, then
strike Meson Cannon, the year after the cannon has been completed.
(d)
Psychological Engineering/Applied Tech primary (House Decados):
Psychological Engineering, Meditation, Parapsychology, Theurgy, Pharmaceuticals,
Genetics, Genetic Manipulation, Advanced Bacteriology, Xenobiology, Barren
Environment, Frozen Environment, Jungle Environment, Hospitals, Starbase.
(e)
Note that the Psychological Engineering primary member may research
multiple technologies at the same time and is encourage doing so after Theurgy
has been developed.
Section
2.05
The technology trade portion of the STAR Pact will remind in force for a
period of time not less than 30 years, beginning in year 4958 and ending in year
4988.
(a)
The period of time can be extended if a majority of the membership agrees
to extend this portion of STAR Pact. Agreement must be made on time length at
the renewal or before the expiration of the Technology Treaty.
Article
III.
Defense Pact.
Section
3.01
Each member agrees to come to the aid of fellow members in times of Pact
war or defensive war.
Section
3.02
Pact war is defined as the agreement of all members to declare war on a
non-STAR Pact member. In order for a Pact war to be declare all members of STAR
Pact must vote yea, unanimously for the war. This is a deviation to all other
agreements with the majority vote carrying favor.
Section
3.03
Defensive war is defined as a war in which the aggressor is not a member
of STAR Pact and has declare war on a member of STAR Pact.
Section
3.04
The defense pact portion of the STAR Pact will remain in force for a
period of time not less than 25 years, beginning in the year 4958, and ending in
the year 4983.
(a)
The period of time can be extended if a majority of the membership agrees
to extend this portion of STAR Pact. Agreement must be made on time length at
the renewal or before the expiration of the Technology Treaty.
Article
IV.
Information Trade.
Section
4.01
All members agree to share information on all troop movements on
non-members. This includes House, Church, Rebel Navy, Symbiot troops.
(a)
House ground and space unit must be keep under watch for suspected
hostile actions against STAR Pact. All movement of both combat and non-combat
will be reported to fellow members. General details of numbers, types and
locations are sufficient for this purpose.
(b)
Church space forces are STAR Pact only concern. Locations beyond Holy
Terra will be report to fellow members.
(c)
Rebel space warships are a danger to all small forces. These will be
report to fellow STAR Pact members when encounters. Other rebel units are not to
be worried about within this charter.
(d)
Symbiot forces are a danger to all humanity. These forces shall be report
to the entire galaxy so that actions can be taken to prevent their spread.
Section
4.02
The information portion of the STAR Pact will remain in force for a
period of time equal to the technology treaty and/or defense treaty.
Article
V.
Elections.
Section
5.01
Each member with STAR Pact shall vote only for the other members of STAR
Pact. Each member shall agree to all vote for the same member while STAR Pact is
enforced. This does not have a time limit and last as long as any portion of
STAR Pact is in effect.
Section
5.02
The elected Regent shall appoint one office to each of the STAR Pact
members. Each office agrees not to place units on or around member worlds or
homeworld. In the case of the Imperial Eye, those units may remained, but no
further units maybe be built and allowed to remain on the homeworlds of fellow
members. This is to ensure that if the Imperial Eye is to change hands to a
non-member, that said forces will not become problematic for said homeworlds.
(a)
In the event that the Pact members cannot agree on a single member to
take all the votes, then the member with the most amount of power shall take all
the votes for Regent.
(b)
The elected Regent shall agree to take the office of Imperial Eye. Since
the Regent is the most important office and the Imperial Eye is the least
offensive office, they go hand in hand.
(c)
The office of Imperial Garrison (Stigmata) shall be granted to the second
least powerful member of the Pact that is not the Regent at the time of the year
following the elections.
(d)
The office of Imperial Navy shall be granted to the least powerful member
of the Pact that is not the Regent at the time of the year following the
elections.
(e)
The division of the offices in this way helps guarantee the security of
the other pact members. In the manner that is does this is by non-politically
movements within that pact and the measurement of the power graphic. This will
also help to keep office powers in check as they may change hands between
members.
(f)
Each office is allowed to move unit through the territories of fellow
members in times of peace. They will not linger in those territories and will
continue to move to their destinations outside of that member’s territory.
Section
5.03
In the event that only two members exist within the pact, then the
Imperial Eye will be granted to a non-pact member and the Regent shall take the
office of Imperial Garrison. The Imperial Eye will then be fair game to Pact
member at will.
Section
5.04
In times of war, this section stands above section 5.02, and office units
may be moved to member worlds and homeworlds for the purpose of defense. Once
said worlds have been defended and no further danger is present, office units
shall be move away to front lines or previous locations outside members
territory.
Article
VI.
Offense Strategy.
Section
6.01
Any member of STAR Pact may propose war on another house not of STAR
Pact. For the measure to pass all members of STAR Pact must agree to the effort.
(a)
Each member shall provide nominal forces to said action. These forces
maybe house units or office unit, if such an office is held to provide units.
Other members must understand that forces must be left behind to guard the
homeworlds of STAR Pact members. Each member will provide a tasked force to the
effort consisting of one half of all landers filled with ground units and one
half of all space navy units.
(b)
In the case that units cannot be lend to war efforts, then that said
member shall provide resources or firebirds to the other members in the war
effort. Said resources and/or firebirds will consist of 50% of income or bank
account, which every is less. This amount will be divided evenly between members
with fighting forces in the field.
(c)
In the event that said member cannot provide a task force, or war funds,
that member must express this to the other STAR Pact members for consideration
before a vote on Pact war.
Section
6.02
No member of STAR will declare war or take offensive against another
member of STAR. Any member may take actions against a non-member, but without
the support of the remaining members unless a Pact war has been declared.
(a)
In the event of a disagreement between members, the remaining members not
in the disagreement will act as judge and jury over the dispute. Will said
members agreeing to the judgment for or against actions.
Article
VII.
Non-Member Relations.
Section
7.01
All pact members will keep information of the above treaty closed from
knowledge to non-members. Any new additions to the pact or changes in membership
will be informed of the articles of STAR Pact and requirements. Members that
leave from non-renewal or exile will not receive further information or changes
of pact or the articles contain herein.
Section
7.02
All members may make separate non-aggression pacts for peace with
non-members until the year 4978. This will allows 20 years for pact members to
build strength with STAR Pact and on their respective worlds, for defense and
offense. At the end of this time frame, all non-aggression pacts will end with
non-members.
Section
7.03
Members are not allowed to trade Homeworld, Providence world, or Frontier
world information, Technology, military secrets, or troop movements to
non-member. Providence worlds are defined as any world with the exception of the
Homeworld in which the member has a Palace showing their color. Frontier world
is defined as any world in which a member has taken or built cities on but does
not have a Palace located on it yet.
(a)
Exception to section 7.03 is that symbiot movements may be given freely
to any non-member House. World maps may only be given if the owner of that world
gives it to a non-member. Owner is defined as a member’s Homeworld or
Providence. In the case of Frontier worlds, it will be put to a vote.
Section
7.04
Non-members will be allowed to know that members of pact may or may not
be allied or in a treaty with one another, but a specifics and details are to be
held close within pact.
Article
VIII.
Amendments
Section
8.01
The above treaty may be amended if a majority vote wins for the amendment
proposed. Any member may put forward any amendment at any time. Members will
vote by public ballot (email all other members).
Section
8.02
New amendments shall be record in this section, with notes of what it is
amending, the year amended, the member proposing the amendment, and the members
at the time of the amendment. The changed, if any, Article and section shall be
note in brackets to make clear what was amended with reference to the section of
the new amendment.
